Send a test event

Scopes:webhooks:writeRate class:standardFlag:WEBHOOKS_ENABLED

Delivers a clearly-labelled fake thesis.created event (test: true, sandbox handle @sbx_milo) to this endpoint only. It is never real Fomo activity and is not sent to streams or other endpoints.

Errors
